Jeff,
In my former life, working as a biologist within the realms of politics and Fortune 500 businesses,
I learned that a situation like this is to be viewed simply as a public relations challenge. You're
correct--it's all a matter of perception--make it a positive one!
My experience has taught me that the only negative impact you'll have on the community is if
the facility waffles on a decision of whether or not to shut down (do it or don't), and provide a
reasonable explanation for what's happening -- if you're straightforward and positive in dealing
with the public, they're usually the same in kind.
In the meanwhile......look at it as an opportunity for double openings and double the press!
