Thanks for you remarks and observations. Restating your observations and comments, there is an implicit affective aspect in the Framework and there are significant problems in measuring these aspects broadly across a population.  Your observation ....Assessing student performance within the vision of the new Framework will be hard, and we are not yet where we want to be in assessing interest, motivation, engagement, identity or many of the so-called 21st Century skills in large scale or high stakes tests yet... Is undoubtedly true.  

Environments, like Science Centers can clearly play a seminal role in both fostering, nurturing, and describing common themes and strategies.  So there is very much a need and rationale for promoting, sharing, and analyzing such activities, and evaluation is a way to approach the topic.  It's very much a useful tool.  There are other metrics as well.  

Science tells us that affective experience extends far beyond the realm of traditional educational theory and development. Most of our behaviors are likely driven by a whole set of other relatively unconscious and innate behaviors that have some flexible aspects to them, what measures does one use?  To me this is the biggest challenge.

It may not be feasible or useful to attempt such studies across a broad range of divergent institutions.  Ideally, it would be great to have a series of National Informal Educational Testbeds  which might both seek to control and replicate results, and they would involve a broad range of disciplines.  As it is, it is piecemeal, subject to a host of economic factors, staff capabilities, and institutional needs.  This is not a bad thing but it is a complicating feature of the grand experiment.

I think, I (and others) have been mis-interpreted on occassion. As every teacher knows there are many, many signals that come back from students and it's really about adjustment.  Sometimes it's subtle stuff sometimes it's big stuff, and it can be very intangible, and that speaks strongly to human nature and the nature of interaction.
