Not to speak specifically about the Exploratorium situation. It does occur to me that the primary driver and causality of expansion is human optimism and enthusiasm, coupled with the inevitable denial of reality.  Perhaps the same reasons that people have kids and life continues:  It might be said that capital campaigns like sex are fun, they have very practical and not always successful outcomes.  The final results are only broadly predictable.  The primary behavior is essential.  

The Exploratorium has moved and expanded after 28 years gestation.  Time will tell.
