Thanks for mentioning Cecilia's work on this.  She's written an article on her work for the upcoming issues of Dimensions, which will be sent out at the end of December.  The entire issue is focused on reaching out to "new" audiences (i.e., folks who don't regularly come to science centers), and outlines a variety of strategies that centers have used to touch these groups.

Cecilia Garabay did research on latino non-museum attenders and leisure time use in general among latinos which is very useful.  I suspect you can find at least a summary by googling around.  Also the Exploratorium did some research on non-attenders that ended up being revealing about ethnic differences in attitudes toward museum visits.  There is some good info on the same subject, though not so much about non-museum attenders, in John Falk's newish book about identity.

I taught a seminar last year at NYU Museum Studies grad program along with Preeti Gupta called Museums Community and Identity.  The issue of ethnicity, age, and museum attendance or non-attendance was front and center among the seminar participants, several of whom were people of color and all of whom were 20-somethings.  Lots of fruitful anecdotal discussion about the students and their circle of friends, but Cecilia's research and the Explo research I mentioned above were among the few analytical pieces we found.
