Sheri,
we have a in door water play area for under 6's with water treatment downstairs, with little fresh water added daily, but mostly re-circulated, this requires a good deal of plant and equipment, but the returns are well worth it. We are still finalizing the documentation of the plant and maintenance cycles, but could probably share this if useful.

Probably best bet for you in the states would be to get in touch with the children's museum in San Hose, they may not be listening to this list, as they have ( a few years back) installed a very grand indoor water works exhibit of a similar scale to ours, and would be across its support needs, and the US water treatment standards.

Check with a local swimming pool and/or aquarium supply store to learn
about the use of ozone (you'll still need chlorine, but not as much).
