Perhaps injection-molded plastic would work if you're making a lot of  
them.  Having the molds made is the expensive part.  Anyway the boats  
could be made in 2 pieces- deck and hull.  The visitor could snap the  
magnets into the front and back of the hull, put some sand or other  
ballast in the hull, snap the deck onto it, and float it.  SMM made  
some injection-molded canal boats for the National Canal Museum.
