We also use ground up rubber tires in our Dig Site here at Science City.
There is a little bit of transfer of the black color, but it is no more
dirty than they would get from playing in outdoor sand.  Most people
don't even notice.  Kids love it.  We have a lot of people ask what
material we use- they think its really cool.  

It is relatively easy to clean up- which is good, since it gets
everywhere.

When I worked at the Natural History Museum of Los Angeles we developed
an exhibit called the Tiniest Giants: Discovering Dinosaur Eggs, where
we used ground up recycled tire rubber as a substitute for sand in our
dig pit.  It seemed to work well, without all the mess that sand
creates.
