The sheet PVC that Jay Higgins referred to is a good material. You should
consult your local plastic's company for the proper tools to work with PVC.
You can glue sheets together and carve it like wood.  The adhesive is more
of a weld then a glue it is called VC-1 a liquid chemical version of PVC
(poly vinyl chloride), it sets fast and is as strong as a weld.  The
adhesive also comes in a gel form called plex cement.
Toxic glues, but the final products are worth while-
The St.Louis Science Center has been using it for many things in the
gallery including: graphic substrate, puzzle pieces, small case work,
floating device on water, small pine wood derby like cars, boxes,and as a
laminate.

Hi Allisa,

We've had some luck with Cintra, one brand name for extruded hard
polyfoam.   It comes in sheets of 3/8 thick so you could still embed
magnets in it.  Problem is not all thicknesses float by themselves and
some brands might be different.  We made a paddle boat kit to play with
out of thin stuff 1/8 and had to stick layers together to get something
to actually stay on top of the water.  Really durable though, bright
primary colors, maybe worth playing with.
