The state may not be able to insist...but HMOs might....esp. if they take
away benefits or raise rates for those who don't. This is not so far
fetched, we currently see insurance incetives given for those who wear seat
belts, don't smoke.... If such a move is based on actuarial data it
wouldn't be called discrimination would it?
