The question is not how much you see on the upper entrances but how much ice you see under the inner lids and on frames.  

This the damaging water because it melts and drips on the bees. The ice is not an issue until it melts. Up until then it is removing moisture as it builds and can actually be a useful source of water since a little may be liquid near the cluster.  All depends where the cluster is.
