How does this limit IBCLC's? I especially think this limits all of those without 
the "second credential." It would sound to me as if there has been some 
feeling that doctors are afraid of other practitioners.

I am wondering why this came to be in the first place.

On another note, if anyone is attending any or all of THE 2007 
INTERNATIONAL CONFERENCE ON THE THEORY AND PRACTICE OF HUMAN 
LACTATION RESEARCH AND BREASTFEEDING MANAGEMENT in Orlando later this
