My children are both allergic to cow's milk, and my four-year-old rarely 
uses a substitute milk, except as something to pour on cereal 
occasionally.  He does take calcium and cod liver oil.

My concern with a weaned 14mo would be overall caloric intake--cow's 
milk is fairly dense that way, and is easy to get into a child, iykwim.  
I read an article somewhere (why don't I write these things down??) that 
weaned toddlers get only 2/3 the calories that their nursing 
counterparts do, with a corresponding drop in nutrients.

If I were this woman, I would not be thinking about substitute milks.  I 
would be working as hard as I could to make sure that the 14mo did not 
wean.
