This is a very common practice among many small mom-owned businesses - a way of spreading around the connections. If you're approached, understand that and don't jump to "slimy" - they may just not be seeing the difference between their barrette business and your practice. Be gentle :). 

I was approached twice about arrangements similar to these - as far as I know, they are not illegal here in Ontario. I am not comfortable with them because I think referrals should come on the basis of need and regardless of whether the client knows, it impacts their perception of our relationship as well.
