There is no federal law comparable to those in Puerto Rico which, as you know, are fantastic. The very new change to the Fair Labor Standards Act does require she be given a pump break and pump space. She must file a complaint with the US Department of Labor. She can find the relevant information here: http://www.dol.gov/whd/regs/compliance/whdfs73.htm Unfortunately these complaints take time (none have been resolved yet to my knowledge so there are still questions about how it works) so it may not help an urgent situation.

As a federal employee she is almost certainly also a union member. I would recommend also pursuing a remedy through her union which might be able to get a more swift resolution.
