So my question is... how do I encourage without ignoring the fact that many
BFAR are unable to produce a full supply?

Dear Friends:
    What a lovely question.
The easiest way to encourage women to breastfeed is to make sure they
get started correctly (as soon after birth as baby wants, lots of skin-to-skin,
cue-based feeds), and have on-going assessment of baby's weight gain and
elimination until we know things are alright.
This is true for every single mother; every mother we see in the US is
at risk for premature weaning and insufficient milk, based on our cultural
norms.
We can never predict who will and who won't make a full supply, whether
they have had surgery or not. By treating everyone the same, and making sure
that there is someone to check in with the dyad in that critical first week,
we will do well.
    warmly,
