I'm only guessing, but my suspicion is that you answered the
question in the last sentence of your post: "she has five kids
and is a low income mom." Sounds like the hospital is taking
a paternalistic stance here; maybe they suspect "people like
her" (icky phrase, I know) won't return for birth control
counseling, (which the hospital sees as important.) Anyone
see this "policy" with high income moms with private
coverage?

If only breastfeeding information could be administered by
injection...(I know a few professional and bureaucrat hinnys
I'd stick!)
