Hej!
In Sweden this spray used to be very common....and "always" prescribed to mothers with mastitis.....

The name in Sweden is Syntocinon Spray (Novartis is the name of the company -  Google to find one near you). 
Now we use it very seldom, where I work at least. 
I belive it is almost always just as good to help the mother making her own hormones flow. 
Help herto be comfortable, make her stroke the breasts or massage gently, and stimulate the nipple. 
It can take time..... 
Maybe her husband can massage her shoulders?
(Soft music, candle light?????)
It is easily understood she is having problems with milk ejection, it must be very stressful not having enough milk...
Has she tried Lactaion aid? 
Maybe the spray will not be such a success if there only very little milk, that can be ejected? 
But I think it can be worth a try with the spray, just to make the flow come , and for the mother to experience that. 
There is a bit of a risk she might think she can not do without it ..
(Long time use is also thought to suppress the natural oxytocin flow...)

Thanks in advance for any insight you can offer.  This mother is very
committed and I'd like to help her if I can.  We're also taking steps to
help her relax, as she has a history of anxiety and is very worked up about
not being able to breastfeed.
