I understand that the package must be vented slightly. If it is tightly sealed, the CO2 can burst the package. Not good for the package or the airplane.

Subject: Travel with dry ice

I also had to travel with 2 coolers of breast milk packed in Dry Ice from Puerto Rico to Washington - and called the airline prior to doing it - learned that because the CO2 might overcome pets in the cargo hold, they want to limit the amount per passenger (as if all the rest would even consider carrying products that needed to be kept frozen, but I guess you need to have a rule that applies to everyone). I had more than I could carry as one passenger, but was traveling with another person and she "donated" the amount allocated to her!

It was a GOOD thing we had some 'overkill' - the packages got lost, were delivered to the milk bank 24 hours late - and frozen SOLID thanks to the dry ice.
