I have addressed this type of anemia (aka B-12 deficiency)  several times in 
here.  I had gastric bypass which made me B-12 deficient  or pernicious anemic 
and yes it had a horrible result on my milk supply.   There are quite a few 
studies now showing a link between B-12 deficiency and low  B-12 in the 
mother's milk supply.  I can't find any actual studies persay  on the effects on milk 
supply itself, but have talked to several RD's who work  with gastric bypass 
patients that seem to have the same issues with milk  supply with B-12 
deficiency (or pernicious anemia)  Please have this  mom get some B-12 
supplementation.  Also, may be pertinent to have baby's  B-12 level drawn to make sure the 
baby is not also anemic.  This can have  devastating neurological consequences 
for a baby. Even though your mom in  question may have never had a gastric 
bypass, the common thread is the B-12  deficiency, something I am familiar with.

As a sidebar...I was looking at pics of my baby the other day,  while she was 
so thin from my low milk supply...she was so scrawny, I thank  heaven 
everyday for the wonderful milk donor who saved my baby's life while I  "fixed" my 
issues with B-12 supplementation...she is good and fat now...truly a  miracle.
