I think this may be in the archives, but I'd use the UNICEF/WHO 18 hour
course, mandatory for all staff and any new incoming staff.  It can be
divided into manageable pieces to use over a period of time, like 6 mo.
There are various ways of continuing ed on a regular mandatory basis.
(Articles or videos with Q & A, short mandatory staff meetings with topics
presented-best done by a visiting LC, yearly or biennial hosp wide conf.
and so on).  The key is be creative, be mandatory, hold people accountable
for poor or inaccurate info. This needs administrative support and
