La Leche League International is working on this problem.  We will be 
issuing a Media Release, which will be available on our web site in the 
next few days, with information about how to check expressed milk in the 
luggage and how to ship milk with dry ice.  We also are in contact with 
the US Government so that they know of our concerns about the current 
guidelines where mothers cannot carry on their milk if they are traveling 
without their babies.
