It took many people many hours to get the food dollars legal to use for
breast pumps.  The process is still clunky and very few programs are actually
getting the dollars yet.  However, as I tell breastfeeding coordinators
weekly when we talk of the "Loving Support" campaign, it far easier to spend
dollars for outreach.  As long as the WIC Program's name and contact number
are on a item you can call it outreach.  Outreach is getting WIC's name out
into the community in hopes of attracting new WIC Clients, educating the
community about the WIC program or continuing to spread the word about WIC
and it's breastfeeding promotional efforts.  Just figure out a label or
something to put on them so it is visible and go for it.  You have to get the
WIC Program's approval, of course.  Make sure you are presenting a quality
product to the director.  These would be a great WBW promotional item,
wouldn't they?  Or how about for those baby showers so many programs give?  I
love the idea of using pillow cases.
