Actually he is not practicing by community/medical standards.  How about a
malpractice suit?  Come on folks, it has to happen for anyone  to finally
pay attention.  Actually in this case with unreg parents, he has the upper
hand.  But maybe some straight, hard, to the point, enlightenment from
another physician (gyn or a supportive ped or neonatologist) can convince
him that he is WAY off base.  This guy is so out of line that I doubt any
written references would be useful.  Don't waste your time.  He needs one
