As multiple people have pointed out, the level of alcohol in breastmilk is
the same as it is in the mother's blood.  A level of 0.08 means that 0.08%
of the mother's blood is, in fact, alcohol.  Same would apply the the
mother's milk at the time.  If the baby drank 100 mls of milk with this
concentration, he would receive 0.08 ml of alcohol.  Sometimes thinking
about it this way helps in understanding how little the baby's exposure is.  

Someone else mentioned in a reply something like "how could it not be the
case that the level in milk is the same as the level in mom's blood."  Keep
in mind that the breast is not a simple sieve, where everything in mom's
blood is exactly the same as the milk.  Some substances occur in the same
amounts, some in much less, and a few are more concentrated in milk.  Has to
do with lipid and protein binding and a few other factors.  You can't simply
look at mom's blood level for all substances and drugs and know what the
baby's dose will be.  That's partly while Dr. Hale's book is so helpful.
