Since the baby has yet to have structural work you cannot know how much difference it will make. Usually it is quite significant. I ask moms to see someone within 24 hours of clipping. It s not just a nice thing to do--it is essential. That said, babies with tongue ties often have gut damage and I would be likely to investigate mom's diet thoroughly given the situation. I would be especially concerned if you think mom has an oversupply as well. You say mom has asthma and baby is congested. That is certainly indicative of allergy. I work w almost all my clients on diet. Remember that American women are commonly overfed and undernourished. They live on the most common allergens and make antibodies that cause them symptoms they ignore or do not recognize  while passing those antigens to their babies. One third of babies are guaranteed gut damage due to cesarean birth and how many are exposed to abx and artificial feeds?
