I also have never liked this phrase and for the same reason.  It definitely reinforces/ contributes to the notion thast there is nothing there of value until this big event.  I generally say something like "the milk kicking up to full production". Iin addition to pointing out baby's stomach size and the fact that the small amounts is all baby needs in the first few days, I also tell moms, nurses, family or whoever that it is a kindness to mom and baby that they get to practice on the slow flow.  It could be overwhelming for baby if he or she had to cope with large flow while "learning".  It's somewhat like being thrown into deep water to learn to swim.
