Barbara,

Ask the school administration to show a copy of the policy that  
indicates the "liability issue" related to your daughter's situation.  
Furthermore, is the law restricted to government buildings when it  
says that baby is welcome "wherever the mother has the right to be"?  
Or is a school picnic included in this phrase?
