The places I've lived in and visited in the province of Québec. 
Sherbrooke, Québec city, Victoriaville, etc.  To clarify, I did not mean
to imply that the "statistical average" is 5'3" for women...I meant that
I feel like I am part of the average:  there are about as many people
who are shorter than I am as ones who are taller, and the ones who are
taller are so by not much.  When I lived in Vancouver BC, I always was
one of the shortest people around.  Sure there were the odd people who
were 5'1" or 5'0", but on average, most people were taller than I was. 
Here, it seems equal (the numbers shorter and taller than I am).  I feel
like I'm on the top of a bell curve.  ;-)

I don't know if it's mainly genetics, or if it also has to do with the
large percentage of smokers in the province...or even perhaps to do with
being formula fed (?), or what, but it seems there are a lot more
shorter people here than in other places I've lived.

I would say that Montréal might be an exception though, given the larger
number of immigrants there.  It is much more like a "melting pot" like
Toronto and Vancouver.  The inner cities where mostly french is spoken,
where I live, are mainly pure-laine québécois people.
