Carole Peterson is having trouble posting, so asked me to post this for

Dear Heidi

Thank you for putting the record straight so succinctly.  This is the same 
as when you buy any item and receive a rebate, if you do  not buy an item, 
you do not get the rebate. And the rebate reduces the cost  of the money 
spent, but you still have to pay for the money. This is not a  kickback. It 
is a 
price reduction.

WIC would gladly spend less  money by purchasing less formula, formula is 
the most expensive food item we  must pay for through the limited funds we 
receive. We would much rather help  families purchase fruits and 
vegetables.   A healthier food choice  than formula in my opinion.

And like you, I much prefer not to spend the  money on formula at all.

And I will add to this that I feel that WIC is doing an amazing job of  
promoting and sustaining breastfeeding.  Breastfeeding rates continue to  
increase in WIC agencies across the nation.  Many WIC agencies have IBCLCs  -- I 
believe, though I could be wrong, that there are close to 90 IBCLCs in  
Indiana in WIC ALONE!!  I do not believe that WIC only worked in the 90's  -- 
they are continuing their fantastic work into the next two  decades.
