Who is the authority on the requirements of a "breastfeeding room" in a
workplace or public facility?

For example, I understand completely that if we were to get a breastfeeding
room here at the Health Dept. We would want running water for sanitation
reasons.  It coincides with our recommendations to please wash hands before
breastfeeding / pumping.  What if we did not have that available, but we had
a clean, nice room?  Would that suffice for the time being?

I guess I am basically asking  who determines the "minimum" requirements we
must have and what exactly are those requirements for a breastfeeding room?
