Barrett,
  I suggest that you look at some of the work WIC has done as well. THey
have a mandate and some budget to promote breastfeeding. Each state
runs its own program but you can get info from their national office
It's run thorugh the Agricultre Department in Maryland somewhere.
I'm sure they have a Web site to start with.
