If breastmilk is a biohazard, then so is pee, sweat, spit & tears.  All are
bodily fluids.  Dollars to donuts, there is more pee in the pool than we care
to think about.

If it is a biohazard, why are we feeding it to our babies?

I don't know if the CDC has addressed breastmilk in a swimming pool exactly,
but they do not consider it something that we have to wear gloves to handle.
IOW, it doesn't fall under OSHA regulations.

Maybe you should write to the CDC itself and ask them for a definitive
statement that a couple of dribbled micrometers of breastmilk in a 1000
gallon pool full of chlorine does not mean evacuating the pool.

Refresh my memory -- it's been a long time since I've had babies -- but
aren't BABIES allowed in the pool?  Do they wear diapers?  Do they drool?
Shed tears?
