In case you haven't seen the commentary published in Pediatrics by Drs. 
Flaherman and Newman regarding the Joint Commission's added measure of 
exclusive breastfeeding as a quality indicator, here it is 
(http://pediatrics.aappublications.org/content/127/6/1177.extract).  I 
highly recommend reading the three, wonderful response letters, also 
found on that site.

One quote from the above commentary is: "there is currently not enough 
evidence to support hospital policies that restrict formula use during 
the birth hospitalization in developed countries, and there is no 
evidence that infant feeding should be used as a quality indicator."  In 
terms of the response letters, there are far too many fantastic quotes 
to choose from....
