Nikki,
I had a mother many years ago who called me because her baby was crying and
crying and drying out. His mouth was dry, he did not appear to be getting
anything from mom, nor could I express a drop from this mother. She told me
she didn't have any colostrum. I didn't believe her until I saw for myself.
Now I still believe there must have been some somewhere, but that it was
depleted.  Her milk came in a couple of days later and all proceeded
normally thereafter.

I have seen other women who had little or no *discernible* colostrum. They
usually are the same mothers who do not experience a noticeable Lact II.  

It really depends on what is inside that breast, and whether it responded to
pregnancy.
