Yes, she certainly has too much milk.  I've seen a few cases of oversupply
that didn't have the accompanying green stools, but did have low weight gain.

She needs to begin feeding one side only for any feedings under 3 hours.
She could pump or hand express some milk off at the beginning so that baby
could get more fat.  It will delay the resolution but would feed the baby
what she needs.

She will need to pump or hand express some on the other side, but just
enough to relieve the fullness some--not enough to keep in the huge supply.
I would suggest that she not keep the milk that she pumps, for 2 reasons. 1)
the baby would get the low-fat fore milk whenever she uses this stored milk.
2) mom would probably take off less if she knew that she would be disposing
of it instead of saving it.

And she could use cabbage leaves to help with the relief of any engorgement
and to work to reduce the supply somewhat.  There are a lot of different
ways to use the cabbage leaves that you will find in the Archives, but they
do work well with any of the methods.

She might have to go to one breast every 4 or 5 hours.  I usually begin with
feeding one breast for any feeds under 3 hours, then, as necessary, increase
to 4, then 5.

I also recommend some of the anti-galactalogues.  Sage tea is a good one, as
is parsley.  There are certainly others, but I find these two to be
effective. She could drink 3-4 cups of the sage tea each day, or nibble on
parsley throughout the day.  One mom put 1/2 cup of fresh parsley in the
food processer with 1/2 cup of water and make a slush, which she would add
to a little more water to make a drink.  Your mom could also use this slush
on salads or in soup or sauces.

3) Anti-galatagogues

When her supply is such that baby can have a nice long feeding at one breast
and get the rich hind milk, she will begin gaining weight.
