We only have powered infant formula available commercially here.  
Our local DOH has a very detailed guide for parents, emphasising that it's
not a sterile product and, unlike breastmilk, does not contain any
protective properties.  It therefore needs great care in preparation - it's
a LOT of work to prepare correctly .  Sadly, though, not many health
professionals or mothers are aware of this document or the risks of PIF.  
Some NICUs have access to preterm liquid formula, although the move is
towards mothers' own or donors' milk.
