I am not sure but I am wondering about a couple of issues

The first is food allergy esp dairy (all forms to be avoided by mum), soy
(80% of dairy allergy also experiences soy allergy), and wheat.  Do you know
a breastfeeding friendly, allergy aware dietian who you could refer this mum
to trail an elimination diet rule it out?  This could also extend to any
foods that give any family member migranes/headaches.

Second - is the mum trying to force the baby back on the breast?  10 minutes
a feed for a baby this age is fine. You have not made mention of outputs in
24 hours.  what are these like?

Thirdly - what are the sleeping arrangements.  This baby may do better in a
co-sleeping arrangement so that it can feed frequently at night.  12 hours
is a long time between feeds - does this happen at night?  Ideas for feeding
at night with minimal disruption to mother and baby would probably help.

Fourth - is the baby distracted at feeds?  If so, some of the ABA may help
esp the diamonty jewelery idea.

Fifth - at 19 weeks I would be concerned about reducing supply due to high
solid intake.  Has the mum considered reducing the solids (or stopping)and
feeding the expressed breastmilk by cup, straw or bottle to increase intake.
If it is allergy problems, solid introduction at this age may only make
things worse in the long term especially if it is unknown what the foods are

I do have some other thoughts but feed back and discussion on these I
suspect are a good start.
