In our state failure to return property under $500 like a Lactina is a
misdemeanor, and failure to return big pumps like the Classics worth over
$1000 is a felony.
When I worked at the Health Dept the last paragraph on the loan agreement
stated that failure to return the pump is a felony in NC and will be turned
over to the sheriff for prosecution. I had to threaten several moms ( that
usually was all it took because we have a big bad sheriff that everyone knows
is tough!)  but  I only had one pump that I had to turn in and the sheriff
sent a deputy out to get it and bring it back to the health dept. In my
private practice I had one pump that was several months overdue and it was a
deputy sheriff  in a neighboring county. I called the sheriff in that county
and the pump was returned  in just a few hours! He never paid the rental but
at least I got the pump back.
You know that you can also put it on the stolen property list the police
circulates to the pawn shops. I had one from the health dept  show up at a
pawn shop. The pawn shop had paid $20 for it and had a sales price of $45 on
it! When I picked it up the pawn shop dealer had the nerve to ask me if I was
going to pay for it! And it still had the health dept sticker on it! Also
report it to Medela who keeps a master list so if the pump ever shows up
somewhere else, they will let you know.
