The by-laws *are* available on the ILCA website, but it doesn't surprise me
at all that you can't find them.  We have buckets of stuff on the site, but
it isn't very easy to navigate (in my opinion).

At www.ilca.org, go to Members Only > Association Business > Current ILCA
Bylaws to get to:

pertinent language about the WHO Code is at 2.2 (ILCA as an organization
doesn't accepting funding from Code violators; ILCA Direcors and staff do
not accept funding from Code violators).

Bylaws are a roadmap for the operation of an *organization.*  As to the
obligations of the *individual IBCLC* ... those will be governed by the
IBLCE Code of Ethics, and the IBLCE Scope of Practice for IBCLCs (both of
which require support for the WHO Code by IBCLCs).  IBLCE enforces those
practice-guiding documents through their Discipline Committee.
