It sounds to me like what the AAP is objecting to isn't so much milk
from milk banks that has been highly scrutinized, but less formal
donor situations.  For example, a couple moms in an area have an
abundance of milk and make it available to other moms.  Or some NICU
moms have more milk than needed and that is donated to other babies
in the NICU for whom there isn't enough mother's milk.
