Given the longer she breastfeeds, the more she reduces the risks of 
breast cancer to herself, on what basis is she being asked to give up an 
active aid to breast health?

The baseline mammogram sounds like nonsense to me, but I'll leave that 
to others who will know what they are talking about.  :-)
