And in your situation, Lisa,  the choice for the mother might be to pay for a 
pump (not on WIC, not likely),  work to get the baby back to breast (????), 
or get free  formula.....
 
Sigh.  Because at WIC,  with a limited number of pumps, the mother doesn't 
have to bear all the  financial responsibility for the formula (some of it, as 
she doesn't get ALL of  it from WIC), but may have to bear the financial 
responsibility for the  pump....
 
That's a problem.  
 
By the way, if y'all haven't  yet, please look at Barbara Wilson Clay's BF 
Atlas (3rd edition) video --  chapters 5-6, title 11 (Sidelying latch).  It's 
just beautiful, and if you  can show it to a mom, very empowering.  Even better 
if her baby will follow  suit...
