I do believe they list a few for infant such as galactosemia. These are listed as acceptable reasons or contraindications. From my interpretation (I am from a hospital of the same size and we are preparing for this too) they do recognize there may be times when medically indicated supplementation is needed and options would be mother's milk or donor milk (if available ) first and then formula if needed. However if standards of care include evidence-based practices (ten steps) that can prevent these infant reasons then the percentage of infants needing formula supplementation  would be small. I do believe it will be a mandatory core measure for our number of deliveries. That is my take on it if that makes sense. We are already seeing lower amounts when delaying baths and skin to skin/kangaroo care are supported.
