which has a Breastfeeding Laws page, and click on your state.  I assume your
daugher is also in New York State.  The pertinent New York civil rights law
is as follows .... and it would seem that
she has a right to have her BF baby with her at the public facility which
is her other child's school, because the infant may need to be breastfed
during that time period.  Make sense?  Tell her to share this with the
principal ... and School Board President ... and the lawyer for the school
district.

  §  79-e.  Right to breast feed. Notwithstanding any other provision of
  law, a mother may breast feed  her  baby  in  any  location,  public  or
  private, where the mother is otherwise authorized to be, irrespective of
  whether  or  not  the nipple of the mother's breast is covered during or
  incidental to the breast feeding.
Be savvy to Jake Marcus' advice:  there may be a law, but without a
toothsome enforcement provision, there may not be much "oomph" when Mom
wants to enforce her rights after-the-fact.  I have no idea if the New York
regs or Civil Rights Office provide a decent enforcement provision.  But if
Mom can get to the Powers That Be **before** the kindergarten event, and
clearly establish ahead of time that she has a right to be there and feed
her infant there if need be, then she'll never need to get to the
enforcement-after-the-fact part.
