When I was working in the hospital, we went from openly available to only
available from the LCs and ran into the same complaints. "Why don't you
trust the nurses to use their judgement?"  (Experience, that's why!!!!) 
Then we wrote a Policy/Procedure about their use including appropriate and
inappropriate use, required documentation when one was introduced and the
need to "flag" the chart for the LC to be sure to see the mom before
discharge.  They were supposed to only be given by the nurses when the LCs
were not on the floor.  Guess how well that worked?  We were asked to write
the policy, but when we would point out that it wasn't being followed, the
powers-that-be would respond with "The nurses are doing the best they can."
But let US use that response if someone colplained about something we did
(or were perceived as doing) and we got a harsh reprimand!
As I often tell folks after my retirement, I miss the moms and babies, but
I definitely do not miss the administrative hassles!  They are the primary
reason I retired when I did rather that to continue once I reached Medicare
eligibility.
