Some ideas to address the barriers:
"We have tried getting the nurses to bring the
baby back to recovery within the first hour for breastfeeding, but have
been minimally successful." Idea: don't separate mother and baby. Just like
for a vag birth, baby can stay w/ mom. I would suggest a support person (Dad
or other) to stay w/ mom. Dad can hold baby for the first 15+minutes.

"Our L&D manager reports the barriers to be:  one on one staffing
requirement for recovery room.  "High" potential for bleeding in the first
15 minutes in recovery.  She feels mom's nurse can't deal with baby too if
mother is bleeding heavily."  See above. I suggest to ALL moms in prenatal
classes to bring a support person and have them spend each nite w/ her (even
vag births) because this is usually very helpful to her and the nurses
arent' as likely to keep taking baby back to nursery for various reasons
(mom is sleepy, mom is in shower, mom just took pain med, etc)
