Maybe this is a US thing. The words nurse-in and rally don't evoke different
images I my mind.

Is the real issue the nature of the event conducted and whether or not it is
an event that has a positive outcome, or a negative outcome?

So, the goals of the rally/nurse-in/event, whatever it's called, could be
to:

- support a request to the library about educating their staff
- educating the public about the law
- ensuring breastfeeding women know that NY has a great law that supports
their right to breastfeed in places like the library.
