Although there is suggested guidelines there is no agency that has set 
guidelines.  This is something AAP or ACOG, and hospital organizations need 
to take up.  Until it is a SET guideline, it is a free for all for 
hospitals to do.

as an FYI, no- there are no guidelines in Arizona.  Arizona Perinatal Trust 
requires level 3 hospitals to have a IBCLC avail for patients. This does 
not mean they have to be regular staff. Not does it state how many LC per 
delivery.   Level 1 and 2 hospitals need only to have resources.  If a 
hospital has a Az Perinatal Trust Certificate they have demonstrated they 
met requirement. The real question is how much training does a L/D, R, PP, 
NN, NICU nurse get?  The goal in every hospital is to provide some training 
to RN's.  Most hospitals do in some way.  Even if it is nurse to nurse "bad 
info- training" Every states usually has its own "perinatal board" JACHO 
does not require it.  It is not that type of agency.  Although JACHO does 
look at lactation services, it only examines it as a service.  It looks to 
see as a services if it is following its own set guidelines etc.  NO 
hospital is required to have it in Arizona.
