Eczema can be a response to environmental allergies and can therefore be
seasonal.  this would explain why this bub is experiencing eczema for the
first time now.  Since you are heading into the northern winter, perhaps
there are more mould or mildew spores about, perhaps mum is dressing him in
synthetic fabrics (polar fleece, gortex) perhaps they are spending more time
indoors with central heating recycling the dust in the house, perhaps he has
just started crawling around - in the dust.  Dust or house dust mite is a
common allergen here in Australia.  ridding a house (including bedding) of
this scourge requires a vacuum cleaner with a HEPA 13 filter at least weekly
on all soft furnishings, using only 100% cotton clothing and bedding
(including blankets) which are hot washed and tumble dried (or sun dried in
the summer) on a hot setting weekly, wet mopping hard floors and damp
dusting at least weekly.  From one itchy family to another, I wish your
friend all the best.  We have to resort to steroid ointment, soap
replacements, heavy duty (Norwegian Formula) moisturisers, chromoglyconate
eye drops quite regularly - housekeeping is not my gift!

PS you could suggest expressed milk on the inflamed skin.  given what we
know about the antifungal/antibacterial/anti-inflammatory qualities of human
milk, it is worth a try.
