This is also the case in the post natal wards in the hospital where I work.
In the Special Care Nursery we still use prepared formula for convenience.
However in the post natal wards the mothers who choose to formula feeds
needs to bring bottles teats etc. and be educated in formula preparation.
If a mother in SCN chooses to bottle feed a formula demonstration ensuring
she understands the correct technique is part of the discharge planning.
Here in Australia, or a least where I work, we still advise the mother uses
cooled boiled water.  She emplies the kettle of any water standing in it,
fills it with fresh tap water and wait till it cools before using it for
formula preparation.
